What is Padma Award?

The Padma Awards are one of India's highest civilian honours, given out on the eve of Republic Day every year. 

  • Padma Vibhushan (for extraordinary and distinguished service), 
  • Padma Bhushan (for distinguished service of higher level), and 
  • Padma Shri (for distinguished service of higher order)

These are the three categories of awards (distinguished service). 

The award is intended to reward achievements in all fields or disciplines where public service is a priority.

The Padma Awards are given out based on the recommendations of the Padma Awards Committee, which is formed every year by the Prime Minister.

The people is invited to take part in the nomination process. It is even possible to nominate oneself.

History and Importance

In 1954, the Government of India established two civilian honours, the Bharat Ratna and the Padma Vibhushan. 

The latter was divided into three classes: 

  • Pahela Varg (Padma Vibhushan)
  • Dusra Varg (Padma Bhushan) 
  • Tisra Varg (Padma Shri)

Following a Presidential Notification released on January 8, 1955, they were renamed Padma Vibhushan, Padma Bhushan, and Padma Shri.

Highlights of the Padma Shri Awards 2021

  • The Padma awards are given out every year in March and April. However, due to the unusual Covid-19 outbreak. As a result, the Padma Awards are now being given this year.
  • Ten people, including NRIs, foreigners, OCIs, and others, received the honour in New Delhi's Rashtrapati Bhawan.
  • Padma Vibhushan was given to Sushma Swaraj posthumously. Bansuri Swaraj, her daughter, accepted the prize on her behalf.
  • The Padma Shri award was given to PV Sindhu and Rani Rampal, both members of the Indian Hockey Team. 
  • The Padma Sri award was given to most people, followed by the Padma Bhushan and the Padma Vibhushan.
  • The Padma Sri award went to Air Marshal Padma Bandopadhyay, while Dr. Raman Gangakhedkar, the former chief scientist of the ICMR, was awarded for his services in the field medicine.

Winners of the PADMA Shri Awards in 2021

The Padma Awards were established by the Indian government in 1954. On Republic Day, it is only awarded once a year.

The award isn't a title, and it can't be added to the recipient's name as a suffix or prefix.

The Awards

The awardees are given a medallion and a Sanad signed by India's President.

The awardee is also gifted a miniature version, which they may wear during ceremonial and State functions.

Padma award winners' names are published in the Indian Gazette.

The total number of awards given out in a calendar year should not exceed 120. (excluding posthumous awards and honours granted to foreigners, NRIs, and OCIs).

Who are Responsible For Making These decisions?

The Padma Awards are given on the advice of the Prime Minister's Padma Awards Committee, which is formed every year for this purpose.

The Award Committee, which consists of the Secretary to the President, the Home Secretary, and 4-6 distinguished people, is supervised by the Cabinet Secretary.

For approval, the award committee's recommendation is given to India's President and Prime Minister.

The Padma award is given for outstanding achievements in all areas of expertise and aims to honour high-quality works.

Painting, sculpture, music, photography, theatre, cinema, and other forms of art are examples of this.

Administration -Civil service excellence

Journalism, book writing, teaching, literature, poetry, education reforms, and literacy upliftment are all aspects of education and literature.
Science and engineering include fields such as nuclear science, information technology, space engineering, science research and development, and related fields.

Social labour includes charitable service, social service, participation in public projects, and so forth.

Sports include athletics, adventure, mountaineering, sports promotion, yoga, and other popular activities.

Trade and industry encompasses a wide range of activities, including economic activity, business, tourism promotion, banking, management, and so on.

Other topics not mentioned above include the spread of Indian culture, the protection of human rights, and wildlife conservation, among others.

Medicine — medical study that focuses on allopathy, homoeopathy, Ayurveda, naturopathy, Siddha, and other medical systems.

Controversies

The constitutional legality of Padma Awards was called into doubt in the Public Interest Litigation lodged in Kerala and Madhya Pradesh in 1992. 

The award was delayed until the issue was resolved in the appellate tribunal.

Periodicity

Every year, between May 1st and September 15th, nominations for the Padma awards are received.

Most of the time, the award is not granted after a person dies. In extraordinary circumstances, however, the government may consider making a posthumous award.

The higher category of Padma award can only be given when five years have passed since the previous Padma award. The Award Committee may, however, employ moderation in exceptional circumstances.

In 1978, 1979, 1993, 1994, 1995, 1996, and 1997, no Padma awards were given due to administrative and political changes.

To shortlist deserving candidates for honouring these awards, the questionnaire in form of an application is available for consideration.

All possible steps are taken. Nominations are requested from central government departments and ministries, All state and union territory governments and ministries.

The Bharat Ratna and Padma Vibhushan awardees, Institutes of Excellence, and various other agencies, bodies, and enterprise organizations are also looking for deserving people to recognize their service to society.

The Ministry of Human Resources (MHA) message encourages these organisations, groups, and individuals.

They are encourage to take the time and effort necessary to identify outstanding persons or organisations who deserve to be recognised for their efforts. 

These persons and organisations may make proper nominations for the deserving people they come across.

How many Padma Shri awards were presented this time?
